I used msconfig and worked through the services and startups. Somehow my Cisco VPN was being loaded at startup and it ran a firewall in the background at all times. I had not recognized that it was self-loading. I took the VPN Client out of the startup and ALL IS FIXED. I thank you for your help and persistence.

Glad you figured it out.

You didn't mention the VPN before, that would have been high on my list, because I've seen that before.
