How can I tell if my desktop Dimension C521 is capable of running wireless?

It's capable of wireless unless there is no wireless adapter installed. Is your question really whether you have a wireless adapter? If so, look in Device Manager. Is there a wireless under network adapters? What, if any, errors or warnings?

Desktops don't usually ship with wireless network cards. If you didn't install one, there's probably none installed. You'd see something in Device Manager and an antenna sticking out the back (or a place to connect one).

Sorry I'm just now responding. I appreciate your help very much.
Under network adapters it only says, Broadcam 440x 10/100 Intergrated Controller. If this means I don't have wireless, how is the cheapest way I can intergrate wireless on to my computer, if this can be done?

You can get a PCI wireless adapter or a USB wireless adapter. Those links are just to give examples of what I mean. The cheapest, but not necessarily adequate, way is to find the cheapest such adapter.
