For the working computer connected to the router, please do this.

Hold the Windows key and press R, then type CMD to open a command prompt:

In the command prompt window that opens, type type the following command:

Note that there is a space before the /ALL, but there is NOT a space after the / in the following command.

IPCONFIG /ALL

Right click in the command window and choose Select All, then hit Enter to copy the contents to the clipboard.
Paste the results in a message here.

If you are on a machine with no network connection, use a floppy, USB disk, or a CD-RW disk to transfer a text file with the information to allow pasting it here.

To make sure the problem is not the ethernet cable or the router LAN port try connecting MUMS with the same port and cable that are successful for sapphire.

And you've already run the stack repairs John posted, right? There's a small possibility that a non-Windows firewall or security suite is misconfigured or corrupted; if you have one uninstall it for a test.

In case the driver is corrupted use Device Manager to uninstall it; reboot and let Windows discover the adapter and reinstall the driver.

A final test is boot in Safe Mode with Networking and see if a wired connection works.

I'm leaning toward a defective network port at this point.

If the NIC is not completely gone there are two last ditch things to try to get some more life from it.

In Device Manager right click on the adapter - Properties - Advvanced. If there is a 'Speed & Duplex' setting it is probably set to 'Auto detect.' Try different settings beginning with '100 Mbps full duplex' and '10 Mbps full duplex.'

Lastly, assign a static IP configuration. It will look like your ipconfig /all (IPv4 part) from the working computer, except the IP will be different. If you don't know how to pick one outside the Dhcp server's address range I suggest 192.168.0.250.
