Comcast - This page cannot be displayed
Windows XP
Internet Explorer 7

My neighbor has 2 PCs in different rooms:

PC number one:
Has a Comcast router Net Gear and it is working fine.

PC number two:
Has a wireless adapter Netopia 3D Reach

There is a Comcast modem, ARRIS, close to PC number two.

The problem is with PC Number two:
When he accesses internet explorer he get the following message:

This page cannot be displayed.

He contacted Comcast and they ran some test with the PC number two, such as "ipconfig", showing 0.0.0.0 connection.

He does not have any settings in Outlook Express 6.

He ran Lavasoft and did not find any virus.

He has done:
-Internet Explorer: Delete files,cookies,history,delete all...
-Disk clean up and disk defragmenter
-System Restore
-sfc /scannow

Please advise what to do.

IP addresses of all zeros are normally caused by one of the following.

Diagnosis:
  1. DHCP Service not running.
  2. Duplicate IP address on the network.
  3. Bad NIC card drivers.
  4. Defective NIC hardware.

Resolution:
  1. Check Control Panel, Administrative Tools, Services. The DHCP Client service should be Started and its Startup Type should be Automatic.
  2. Turn off ALL of the computers and other network connected devices, restart (power cycle) the router, then restart all the computers and other network devices.
  3. Check for upgraded drivers and/or reload the Network drivers.
  4. Replace the Network Interface Card.
