You can not use the " Quick Reply " box to post images.
So click the "post reply" button on the right or the "go advanced" button below the Quick Reply box.
Your see below " Additional Options" and a "manage attachments" button.
Use that to upload from your PC.

To use images from the web your have to go up to above the reply box and click on the image icon and then post the link.
