When phone companies switched to "Touch Tone" (Bell Copyright) or what is called, technically DTMF (Dual Tone Multi Frequency), all the telcos, undertook to provide a Tandem System for some years. In other words, telephone service would support both Pulse ( or what is called "Loop Disconnect") and tone dialing.
I do find it strange that they ofer you a cheaper service, because they have to provide mechanical equipment (what are called CrossBar Exchanges, which replaced the earlier Strowger system), rather than Solid State switching.
The methodology of dialing should make no difference to the quality of the line. After all, as you state, after you are connected, you can use tone for Post-Connection selection of services. Strange.......................
