Save the photo to pictures or documents . Open it and right click the image, select send to mail ---to your own email account. A window will ask if you want to make your pictures smaller -- tick yes and send. The resulting image can be saved, and is resized to work here.
There are several other ways to do it, but this will work. >f

Does it still work without outlook as the default mail client. It should not affect if it is if you access through a webmail anyway.

I also use Picasa 2 , and use the email option to send photos.
It downsizes by default.
It should allow you to use your default mail , or at least I think it should.
I have never used hotmail as primary mail ...so I am guessing...not speaking from experience. >f

after attempting to post my desktop.. and failing.. I downloaded paint shop pro and was pleased when I seemed to have finally sorted it.. BUT after resizing I cant seem to copy and paste as the forum requires the full url.. help!

Try looking underneath the advanced text box and you will see a "manage attachment" button. Click that and a box will pop up that will let you browse to the file you want to upload from your computer. Find it on your comp, click "upload" and it'll be attached to your post. So long as the file size isn't to big (it lists the max file sizes in that pop up box)
