I think location should be part of the form to be filled out when opening a new account.
Still optional of course.

Can't count the number of times just in last month where their location is relevant to providing a solution.

One less question and response to be waited on before resolving problem.

If it's optional, most won't fill it out, anyway. Even if it's required (like on my forums), many people still fill in something like "earth" or "in my house" or things like that.

I know speedtest.net tests and connection issues is where location comes into play…

Actually, it's my experience that if the person perceives a valid reason for the data, they're far more likely to enter it. I think you oversimplify the issue.
