If you Google your problem you will find several examples. Normally (unless another member is excessively bored or just "wants to") we don't just spit out code to solve your problem.

Your question is strong enough to close this thread. Never ask such help, we do not send ready bake code. What you have asked is pretty simple. Work of a minute.

Use GridLayout to add the JButtons
Use BoxLayout or again GridLayout for the JRadioButtons
Use BorderLayout for the main container ( getContentPane() ).
Add the JPanel which contains JButtons to the "Center" of the BorderLayout.
Add the JPanel which contains JRadioButtons to the "North" of the BorderLayout.
Google "How to add background to a JPanel" to learn background task. (Or, if this is JavaFX, use CSS)

No need of GridBagLayout since this is a pretty simple task
