Visual Studio .NET 2003 (any edition, including Academic)
OR
Microsoft .NET Framework 1.1 SDK and Visual J# .NET Redistributable Package 1.1.

NOTE: If you installed a pre-release version of Visual Studio .NET on your computer, then you must uninstall it before installing Visual Studio .NET 2003. See the Visual Studio .NET 2003 readme for details.
