Just make them because there are no templates for this type of menu. These are made in a graphics app and used within the web page.

since you have dreamweaver i would get macromedia fireworks. with fireworks you can create your design and copy the html and javascript that make up your design and mouse effects right into a table in dreamweaver. you can also save it as a library item so if you have to edit the design you will only have to edit it once and it will be updated on all the pages instead of having to do it for each one.

If you use Flash anything the end user will need the Flash player to utilize them.

Flash movies are saved in shockwave(.swf) format and so are the buttons. for people to view the movies they must have the Flash Player, so i would assume that as long as they have the player then they should be able to view the buttons. what you may want to do is put a link on your page to the viewer (http://www.macromedia.com/shockwave/...ShockwaveFlash)
you can also set up a behavior in dreamweaver to check for the flash plug in. it will check to see if they have it and if not pop up a window for them to download it.

To do this go to the design panel and click on the behaviors tab. click the + symbol and chose CHECK PLUGIN. from there you can specify which plug in to check for and what page to go to if it is found or not.

with this you can create a page with flash and a page without flash. if the behavior finds that they have the flash plug in then it will send them to the page with the flash on it. if it doesn't find the flash plugin then it will send them to the page without the flash.

if you really want to create great web graphics i would learn fireworks. www.macromedia.com has some tutorials you may want to check out. hope this helps
