shortcuts(.lnk) files

I want to have a program that reads a .lnk file
and writes a text file with <path\linkfilename> and <target
path> in ASCII.
how can I do this?

we need to discover what applications are being used on a PC that are .exe on a file server or are a database (i.e. msaccess mydatabase.mdb) or are a web based application.
