what i want to do is make a web site, which members can login in and download winzip files fast as possible. What is the fatest way of downloading a file? when you have a 56k modem.

on 56K the speed will be determined by the PC and how much noise is in the phone line
so you just need to make the files available for download

no - the programs that speed up download time will not be able to speedup a winzip file [in my opinion - as they are already compressed to the smallest size - so its a function of how many bits you have in the zip file followed by the bits per second transfer speed]- download programs tend to work by reducing the graphic file sizes considerable - so you get a faster page load but at the expense of poor quality pictures and graphics.
they also provide additional functionality like if the connection is lost - when connection restored they can continue the download with having to start over again saving time
