Visual C++
is Visual C++ the same as C++ I mean the codes.

Rather depends on which visual c version you ask about

In the case of vc6 there are a bunch of Microsoft specific things - but they can be disabled in the settings to give something which is close to being the ANSI version of C++

It is still a "template brain-dead" thing tho'
