Wow, your really going from one end of the spectrum to the other there.

If you dont know how to publish a website then i don't think you should be looking into databases yet.

To publish a website on the internet you will need some webspace (unless you run your own server, but this is again very advanced and something that should be ignored for now). You can get free webspace from many sites, best bet is to type in google "Free webhosting".

Once you have your webspace it is like a folder which you can upload files to. You would create your website on your PC, using dreamweaver or a similar program, then upload your files to your webspace. You usually uploading using FTP, you can get FTP programs to make this easier (FlashFXP, SmartFTP). You login into FTP using a server address, username and password. These should be provided by your webhost (the site you sign up with to get your webspace).

Once your files have been uploaded your website should be up and running, a link to your website again should be provided by your webhost.

Your website should have a file called either: index.htm or index.html
As this is the file first opened when your website is typed in. Also any images you use on your website from your PC, will also need to be uploaded to your webspace.

Once you have mastered everything above, you can start looking into databases. A free open source database/code option is MySQL/PHP. I'm not even going to begin to explain that here as there are plenty of posts and guides.

Hope that gets you started though.
