Every time I restart my computer, I keep having this problem. It comes up in a dialog box first that says:

"Please wait while Windows configures PhotoGallery."

And then it says:

"The feature you are trying to use is on a network resource that is unavailable."

I'm not able to even "Cancel" out of it. Whenever I hit "Cancel" it just brings up the same dialog box. And it keeps trying to install this "PhotoGallery". The only way I can completely close out of it is by hitting "Shift" + "Control" + "Delete". I know there's a way to make this stop but I don't know how to go about it.

Delete all the cookies and temp and prefetch files and check.....hope it will help you

Actually..I think it did I restarted after deleting those and it didn't pop up. Thank you! That's something I wouldn't have thought of..haha.
