HTML Goodies is a good start. The lessons are pretty straight forward and go from beginner to advanced.

is there a difference between html used for IE 4 and html used for IE 6?
I mean: do both versions understand html the same way or are there new improvements/additions in the later versions?

There are very subtle differences in HTML 4.0. You can always use an HTML validator that scans your code and tells you about compatibility issues and even mispelled words or incorrect HTML and makes suggestions, ie using ALT tags on images.
