I seem to remember having to block ports 139 and 445 all the way back to when I was using win98se.
That's a long time to continue with a similar problem.

Opening up those ports to the Internet is an open invitation to disaster! This has been true forever, and hadn't changed.

Since a vast majority of home users have a router, this is a non-issue for them.
