The solution to China's censorship isn't harassing the companies selling them the gear, it's getting the government into the right mindset so they don't want the gear. There's always someone that will solve their problem for the right price.

I guess that depends on what you consider "spy gear".

No what I consider "spy gear", but what our Gov'mt considers it to be, i.e. NSA and CIA.
