I resized it for you- it's just a tiny bit smaller now but should work. I also set the background transparent:

Howdy

Most decent graphics programs have an option to change color or set transparency
or you can do it online at a place like...GIFWorks

Must a custom avatar be approved first?

No it doesn't need approval. The upload is just a bit buggy. Try this:

1) Go to the options to change your avatar and click "change avatar"(You have obviously been there already)

2)Ignore the top where alla the standard avatars are displayed and scroll down to the bottom.

3) Go to the "You can upload an avatar from your computer:" section and "browse" to the avatar you want to use. The path should appear in the text window

4) Now in the "Use custom avatar" section click yes last! If you click this first then upload your avatar, it gets unchecked.

5) Now click "submit modifications"

Howdy shytilwet23

You can't have a custom avatar from your computer til you have 100 posts...the browse button to upload to do that may not even be there before you reach 100, not sure
