Here is a solution that worked for me:

Now to speed up the load times for Internet Explorer and Outlook Express, drop their splash screens by bringing up the Group Policy Editor with the following command:
gpedit.msc
and under Computer Configuration, Administrative Templates, Windows Components, Internet Explorer, set to "Enabled" the option to "Disable showing the splash screen."


I found this website while trying to fix my coolwebsearch hijacking problems and was able to find the information I needed to kill that worm. What a great website! As a thank you, I've registered and posted this information with the hopes that it will help someone else.
