Is There Any Freeware/shareware Programs To Resize Win98/2000 Hard Drive Partitions ?

FIPS. Don't know the URL, but usually comes with lots of Linux distros. You only need to defrag and then resize the partitions to create free space.

Also FDISK (DOS based). But for this you need a clean hard disk. Or you lose data.
