No, i dont think there's any way to change the location of the History folder. And its nearly impossible to delete the index.dat file in ME/XP because it is a constant memory-resident file. in 98, there's a way around this. reboot the system in MSDOS prompt and type the following:

deltree /y cookies
deltree /y history
deltree /y tempor~1

Depending on the skill level (or how clever they are) index.dat can be deleted in xp. All you really need to do is place a batch file in your startup path and have it delete the index.dat files. it's worked like a charm for me!
