Trying to access Display Properties, and I get this message. Any help?

This is my 2nd time posting about this. Work computer, but no IT guy. The first time I posted about this the thread was closed. My sister bought this computer, and I came over to work with them, and it just doesn't work right. Cannot access Control Panel, Display Properties, or even the Time Display. Any help?

What part of the previous thread closure didn't you get. We are not going to help with restrictions on work computers.

It has been pointed out that we overlooked the fact that this was purchased from work. However, we still can't really assist with this.

Please see the TSG Rules, we no longer provide any help with lost passwords or getting around password protection. Obviously, we can't determine the real intent here, so our policy is to abstain from any assistance in these matters.

I will step in and say that error could be caused by malware/spyware and that it has blocked access to control panel to stop you doing anything of administrative purpose (like getting rid of the trojan) - there is tools to download to erradicte the trojan - however it really would be easier to format and reinstall the O/S
