Last night I found this free on-line reader. You copy text you wish to read and it will display the text at any given speed you desire. Further the program allows you to change text size, the number of words to display and to slow down at the end of sentences and paragraphs. The actual screen size is changeable as well. These changes are made in the "Settings Drop Down arrow" on the bottom right of the screen.
This program is useful for people who must due a lot of reading, it allows them to maintain a constant rhythm, in managable chunks especially at night when they are tired.
