I have compared this with a 10 hour test, and was surprised. When I turn off a computer here it uses 5 watts (measured). When I put it into standby, it uses 30 watts.
My LCD monitor in power saving mode draws 2 watts (measured).
I used a Kill-A-Watt P4400 for the measurements.
Hard to imagine you have a standby mode using less. I know that my Vista computer actually powers off for it's "standby" mode, so it's more like hibernation. Obviously, it uses the power-off wattage in that case.
If you'd like the machine to use 0 watts, simply put it on a power strip and turn the strip off after shutdown.

And to clarify, it is in the lowest power state mode you computer to go in.
