I just discovered "Customize This Folder" in windows right click menu. Choose create or edit an html document. Paste the source code you want into notepad. This is now the body of the folder, so when you go in that folder, it shows the web page. You can also choose background image for a pic in the folder. You can use it to design your own folder-like structure if you use a free javascript called foldertree.
