Where are you seeing that ATI driver? If you enable the restricted items in the software updates, you should see the ATI driver and you can choose to have it downloaded and installed.

Typically, installing drivers takes more than clicking the file. The Linux driver from ATI may work, but you need to check its format. Most manufacturers' drivers are for other versions of Linux, but deb files can be installed with the special installer.

Check the forums at Ubuntu.com.

You should be able to install the drivers simply by checking the small box under "enable" in the driver manager.

However, if that doesn't work, Linux and ATi have never been the best of friends, and I'd recommend you to read the sticky on installing an ATi driver at www.ubuntuforums.org.
