i put the below post up earlier in the general tech section. elvandil kindly gave me some suggestions, and i took some actions, the results of which i add on to my original post below:

my pc is on windows xp.

i recently had a recurring problem of slow connection, and often getting blank pages pop-up as tabs in the open window of IE. sometimes new windows pop up too and keep generating new blank tabs.
the only way it seemed to stop was when i went to task manager to quit a 'blank page.exe'.

recently i wanted to get rid of the problem so i tried downloading free avg scan, but nothing serious came up in the log.

then i downloaded windows service pack 3.

after which i could not get on the internet at all even if the network connections shows i am connected to the internet.

i tried using combo fix but still my IE does not work.

i followed elvandil's recommendation to
Go to Start > Run, and type:

cmd

In the command window, type these 2 commands:

netsh winsock reset catalog
netsh int ip reset reset.log

Open the command window as in the last entry. Type:

ipconfig /all

Look for your connection and make a note of the 2 DNS server addresses.

Go to Network Connections, right-click your connection, and in the TCP/IP properties, fill in those 2 addresses for the DNS servers, unchecking the box about getting them automatically.

i only got 1 dns server address, tried doing the above steps but still didn't work.

the recommended malware programs required me to be connected to internet, which i cannot, so i did not get to try it.
