Can’t turn Windows Firewall On, Internet access blocked, other services not starting
The Hijack this log and Services.msc info is at the bottom of post.

Some Background: Problems began after installing Avast! (AVG was already installed and not disabled.) Re-started computer and Avast! automatically started a full scan. The scan was taking ages so left it running over-night. In the morning presented with a black screen with text: Hard disk error. Insert disk and press any key to continue.
Pushing any key the Windows failed to load with the following error message: “Missing or corrupted file System32\Drivers\isapnp.sys.”

Searched on Google (on another computer) and found how to fix this problem using the System disk.

Windows loaded now but further problems emerged:
- not able to turn Windows Firewall On
- internet access blocked

Couldn’t open Avast!, just got an error message.
Uninstalled AVG in case this was the problem.
Was then able to open Avast! but decided to uninstall it (in case this was the reason for the problems). Nothing changed however with Firewall or Internet access.

Tried System Restore:
- appeared to work but ultimately advised that System Restore was unsuccessful for all restore points attempted. I tried several restore points from 1, 2 and 3 days before problems started to a few weeks ago – all were unsuccessful.


Internet Access issues:
- IP address is all entered correctly under Internet Protocol (TCP/IP) properties.
- under local area connection status says ‘Connected’ on the one tab (regardless of whether the modem is switched on or off), but on the other tab info for 'Connection status' has all IP address details blank.

For Windows Firewall:
- tried ‘Run’ cmd, and “Netsh winsock reset” followed by re-start but no change.
- typed firewall.cpl in Run and got the following error message:
“Windows firewall settings cannot be displayed because the associated service is not running. Do you want to start the Windows Firewall/Internet Connection Service?”
Selecting ‘Yes’ = 'Windows cannot start the Windows Firewall/Internet Connection Service'

Installed and ran Anti-Malware from Malwarebytes.
Identified 4 infections.
Removed them and re-started computer.
On re-start Windows Firewall was now On, but when I opened Internet Explorer still no internet access, and then received a message saying that the Windows Firewall was now Off again. I couldn’t turn the Firewall On again.
Ran Anti-malware again but no infections detected.

Re-installed Avast! and ran a thorough scan, but no infections detected.
When re-booting the computer I receive the following four error messages for Avast!
“Avast!: Mail Scanner warning.
Avast! will not be able to protect incoming mail (IMAP protocol)
Error 10050”
- as above but for ‘(NNTP protocol)’, ‘(POP3 protocol)’ and ‘outgoing mail (SMTP protocol).

Ran ‘Services.msc’.

A number of Automatic Services had not started. Tried to start them manually and received the following error messages:

DHCP Client – “Could not start DHCP Client on the Local Computer. Error 1068: The dependency service or group failed to start.”

DNS Client – “Could not start DNS Client on the Local Computer. Error 1068: The dependency service or group failed to start.”

Google Software Updater – was able to start manually, but then it automatically stops moments later.

IPSEC Services – “Could not start IPSEC Services on the Local Computer. Error 1068: The dependency service or group failed to start.”

NVIDIA Driver Helper Service – “..started then stopped. Some services stop if they have no work to do…”

Windows Firewall/Internet Connection Sharing (ICS) – could not start Windows Firewall/Internet Connection Sharing (ICS) on the Local computer. Error 2: The system cannot find the specified file.

Update: I don't know if i'm dealing with a malware infection or post-infection. At face value it looks like certain files, service files are missing or corrupted. Is there a way to individually re-set or re-install these or am i looking at a re-format and full OS re-install?

With not being able to switch Windows firewall on (nor access the internet despite appearing connected) I decided as an intermin to install Online Armor personal firewall. However, on re-start I got the following error message: "Error starting Firewall engine - Failed to install TDI filter driver." So still no firewall protection...!

Hi again
In the post above where i mention early on that i "Couldn’t open Avast!, just got an error message" the error message i got was
"Avast: NkbMonitor.exe. This application failed to start because MFC71.dll was not found. Re-installing this application may fix this problem."
As described above, eventually managed to uninstall Avast! after first uninstalling AVG. Have since re-installed Avast! and this error message hasn't re-appeared.
