Windows Explorer will not start

I have two issues that seem related. I cannot start Windows Explorer or Control Panel. When I try to start them it just hourglasses forever. If I then open task manager to see what is going on the CPU shows high utilization and the task manager window flashes. At the is point nothing I do will recover the system and I have to reboot by pressing the reset button. I am running Windows XP Media Center Service Pack 3. I have run Symantic virus scan and Windows Defender scans and found nothing. Other than this the PC seems to run fine. I can run Outlook, Firefox, etc. without problems.

Any suggestions?

Welcome to TSG forums.
Try booting computer into safe mode. Gently tap F8 key continously while computer is booting. This should open the safe mode window. Use the arrow keys to go up to the 'last known good configuration' selection, click enter and let the computer do it's thing. This should do the trick

One more note; both Windows Explorer and Control Panel start fine in Safe Mode.

I wonder if you might have an infection of some type that your scans did not pick up.
I suggest you look at the stickeys, at the top of the malware/security section on how to do a HJT log and click on report here and ask a moderator to transfer this to the malware section where one of the persons who is trained to diagnose those things (they have either a gold or blue shield next to their names) can give you the necessary help.
