If you want to design it yourself, you could either code it yourself or use a WYSIWYG program to do it for you. Coding it yourself will take longer to do and probably be harder, but if you do it right you can get better quality results, and have more control over your site. If you decide to do it yourself, you should look up some tutorials on HTML. If you want a program to design it, FrontPage and Macromedia DreamWeaver are among the most popular.

I learned it from www.w3schools.com . But heres some advice, rather than learning html, learn xhtml and css. It makes coding alot better, trust me.

Be prepared to learn a lot. Web design isn't about just coding. Without an artistic mind, code will do you no good. You need to be able to have a vision and create images that will enhance the code.

I personally always sketch what I want first with the good ole Paper and Pencil and then make what I have in my head work with code.
