1. I am looking for a free Blog service where any user can register and post a message.
2. The new registrants should be confirmed by the creator/administrator of the Blog to weed out spammers. Or there should be some two or three questions posed by the administrator which only the genuine loggers could be expected to answer. Once these are answered, it should allow automatic confirmation of the new registrant.
3. Once a registrant is confirmed, he/she can post a message at any time.
4. Every time a registered user posts a message, an email intimation is sent to all the registered users with the link and subject line.
5. The mailing list should be available to the administrator.
6. The idea is to start a consumer forum for say a housing project where users are made aware of common grievances. Plus automatic creation of a mailing list to post relevant emails.
