Try opening it as like 127.0.0.1/install.php

PHP files have to be parsed by your webserver and opened in a web browser.

Normally that would mean a firewall is up or the server is turned off.
First off, do non-php pages display normally?
Secondly, have you installed PHP itself?

Okay, can you run other php scripts normally?

If you need one to test, let me know, I'll write a really short one.
