Motion tweening is performed between the keyframes, and this is a simple wya to create the effect your after.

In the timeline (Ctrl+Alt+T turns it on or off) Click the first frame of your movie and press F6 (creates a keyframe) go to frame 15 of your movie and press F5 (inserts 14 frames)
Right click the first keyframe, and select "create motion tween" then click frame 15 (or however long you wanted the motion to last) and press F6 (to insert a new keyframe) Your tween will last as long as the frames distance between each other is.

Now, click the image, sprite button or symbol in the movie. Under the Properties tab at the bottom of the flash window (Ctrl+F3 to turn it on or off) select color, then advanced and change the alpha to 0 to fade in, or 100 to fade out.

Click the last keyframe, then your image (sprite, button or symbol) and choose alpha (in properties) set it to 100 to finish the fade in, or 0 finish the fade out

Thats it, it is a very simple example of how to fade the image across frames.
