What is the html code for
What is the html code to prevent the text font size from changing depending on the text size viewing of people's browsers?

I want to make a nice table to fit to a page but the moment you change the text size view feature in the browser, the table moves other things in the webpage.

You can't control their browser, if they want to make the text size bigger they will. The best you can do is set the font-size as a recommendation to the browser.

You really can't force people to view one font size. You have to consider people with disabilities when designing your websites. Try to make it has W3C compliant as you can get it.
