Hi.
I've never used BlueVoda before, but I'm guessing it's a WYSIWYG, an editor where you deal nothing with the html(the code). This is the same as part of MS front page, part of dreamweaver, MSword, and many other editors. Almost every editor is different, so someone that has used BlueVoda before would have to help with those questions.

Can I create the page and post it from home even though my relative doesn't have the same ISP as I do?

When you see webpages on the Internet, most the time, they are hosting on a web server, and not a personal computer. When you make a page, you normally make it on your personal computer, test it, debug it ect. Then when you are finished making it, you upload it to a web server, be it a free host or payed one. Then, anyone with an Internet connection can go to the ip or address of your site, and download it to view it.

Is there anything that is already on my computer with Windows XP or Office that can help me make a webpage as well or better than BlueVoda?

MS word has an editor on it, but most professional sites are done without a WYSIWYG editor. Sites that have forms and lots of functionality are normally make from scratch, using html to write it themselves. This makes for ultimate customization, but it takes some time to learn html and css. If you have the time, I'd suggest it.

Last, I know nothing about making a web page, so is this an undertaking that I can do without professional help?

If it is for a professional business, and you hope to get clients through the site, I wouldn't suggest it. If you are just begging web development, you should make low profile sites like personal sites, ones that don't effect the business. But if you want the site to just give out the info, there's no harm in trying one out, just don't expect to get thousands of hits and new clients through it.
Hope I've help, if you have any more questions, feel free to ask.
