NVU (pronounced N-View for "New View") is similar to Frontpage and Dreamweaver, but is open-source so it's free to download and use.

That's a good program for people new to HTML.

If you are experienced with HTML (which you're not, so this won't help) then I recommend Crimson Editor.

You can download NVU here http://www.nvu.com

You will also need hosting and a domain name.

Really good Hosting Compay
I struggled for a while to come across an affordable hosting company that offers great service and reliabilty. Have a look at this link (IXHosting) - I use them for 3 websites and have been very impressed.

bleh, I don't like affiliate links :P

So I always copy the url (without clicking) and remove the affiliate part of the url leaving this: http://www.ixwebhosting.com/ then put that in the address bar and hit enter

affiliate links add a +1 to the affiliator (person that posts the link).

I don't benefit from giving other people money/points/whatever

The other difference is it's not a DIRECT link. Affiliate links first take you to another page where the affiliator is marked as getting a click on a database, then you're redirected to the homepage.
You don't notice it because it happens quickly, but it happens.
