If i wanted forums like these

http://flare.solareclipse.net
http://www.scifispace.com/members/forums
http://mboard.scifi.com

But with a home page chatroom etc is this somethng a novice like myself can create ?
Is there any step by step instructions i can get?

There is a local computer whizz that has said he could do it for me but if its at all possible to do myself and learn as i go it would be more fun.

All you really need for a forum is hosting, domain, database. And that's about it. You can go and download the free forum from PHPBB, and then also download a style that fits your theme. All you really need to know is how to upload files, via FTP, and that's is pretty easy.

www.phpbb.com - check out the themes, and find one that fits you.

We can work on the chat later. One step at a time..

Yup, exactly. But once you get your hosting, you will need to create a database. Also, the host needs to be able to run PHP, and MySQL. A good hosting company I use is www.ipower.com. The really neat thing about this is that it creates a forum for you within the admin panel. So it is extremely easy! Once the forum is created, we can work on the style later, and then the chat.

Phpbb uses PHP which is a server side scripting language and MySql as a database. Both are require to run it. You can install EasyPHP on a windows machine to run it locally. http://www.easyphp.org/ This basically creates a local server on your computer for testing purposes... may be bit overwhelming.
