Who would i need to speak to if the domain on my website apears to be turned off..

actually....your both correct, however only partially correct without each others answer!

If your domain is new, it takes several days to show as the DNS is registered. This commonly takes 24 to 72 hours (or more in rare occasions). You would contact your Registrar in those cases where your domain does not update the DNS servers listings after that time frame.

Type in your domains name here to see if its correctly pointing to a dns that matches your web servers.

Next, If you have waited 72 or more hours and your domain name still isnt working, then you would contact your web hosting service (not your ISP or internet carrier) and see if they have correctly created the ip from the ns records.
