HTML and Flash Hybrid
I see a lot of Flash sites that offer a choice on a Flash version of a website or an HTML version, I want to do the same thing for my website. Unfortunately, I don’t have an example to show but here is a really good example of what I want to do:

You have the ability to turn Flash on or off at the top right hand corner. Was the HTML and image layout created first, in say Photoshop, and then all the images imported into Flash to be animated? The quality of both the HTML version and Flash version are practical the same...

It isn't a hybrid, it is two versions of the same site. There is one site written in HTML and the other in Flash. I would say that the site was created in Photoshop first, exported as HTML and the images from the HTML site were used to create the Flash content. You really can't just import HTML into Flash
