What type of forum?

Is this for a dynamic or static page?

If it doesn't have that feature to begin with and it's open source the best place to start is the simple Machines site. They'll have a section there (or should) containing modifications. Something like that would be popluar so you should find one.

Most forums allow you to use HTML but you would probably have to enable it and that also prevents security issues anyhow the code for a WMV is:

Code:
<object id="MediaPlayer" classid="clsid:22D6F312-B0F6-11D0-94AB-0080C74C7E95" codebase="http://activex.microsoft.com/activex/controls/mplayer/en/nsmp2inf.cab#Version=6,4,7,1112" type="application/x-mplayer2" width="320" height="285"><param name="autostart" value="true" /><param name="src" value="http://www.40lbhead.com/headfiles/albums/userpics/10002/jay_on_harmonica.wmv" /><embed width="320" height="285" showstatusbar="true" src="http://www.40lbhead.com/headfiles/albums/userpics/10002/jay_on_harmonica.wmv" autostart="true" type="application/x-mplayer2" ></embed></object>
Change the attributs such as the source, width height etc. This should also work for a variety of media but you'll have to test it.

Most forums you should be able to simply assign that permission only to moderators or admins so that you don't have a big security risk with the average user.

PHPBB doesn't do that does it? I really wish it would!

It doesn't? If phpBB 2 doesn't do that - I'm pretty sure that the new 3.0 does (it's still in beta).

BTW, creative signature.
