Can anyone tell me if there's a neat little HTML tag that forces a link to open in a new tab or in a new window?

add target="_blank" to the link tag
ie
<a href="somelink.html" target="_blank">Some Link</a>

*edit* this wil only open a new window not a new tab

That depends on how the browser is set up. I have mine set up so if a link opens in a new window, it forces a new tab instead.
In Firefox, Tools -> Options -> Tabs

Same here. There is no option for a new tab because that is relative to the browser - not all browsers have tabs. But of course as Firefox demonstrates use of the _blank attribute does not guarantee that it will open in a new window.
