If you are on Linux there are some options in development, but there aren't any versions for Windows yet.

It's a long thread with lots of links and edits and additions, kind of messy, but really I'll take the bottom line from the thread:
So, if you are a beginner, go with Powerbullet, if you are advanced, use LiveSwif.
I am referring to
Powerbullet Presenter, which was taken down, than put back up... Any way you can still download it. It's pretty nice for doing really basic stuff in Flash, no ActionScript, no timeline, not anything like that. Basically just great for doing some small Flash presentations.
On the other hand, if you want more advanced features, LiveSwif offers some of them. There are many versions floating around out there. LiveSwifers.org has apparently taken it open-source, or taken the source and made version 2.2, on the other hand there is LiveSwif Lite and LiveSwif 2.1 floating around, all free, I'm not really sure what the difference is really.
Anyway I would look on
www.liveswif.net. They revived the project and have links to LiveSwif Lite and LiveSwif 2.2.
The bottom line is you're not going to find a Flash authoring program that rivals Flash itself for free, or not anytime soon. Maybe if somebody starts up an good open-source project, but for now you're stuck with stuff like Powerbullet and LiveSwif. But at least they're free.
Also one last note, there are many flash programs out there (e.g. KoolMoves) that are fairly decent and area available for under $100.
