reliable, cheap, paypal is the keywords of your requirement,although these three words are very simple to write,very hard to achieve.I have visited a lots of websites of domain registration,at last,i found a website can satisfy the reqirement.http://www.plusregister.com. it is believable.

http://www.namecheap.com/ uses paypal and domain names cost $8.88.
