Frontpage question: why isn't <!-- xyz --> considered as a comment?
I've used Frontpage 2003 to create a webpage that contains a database connection. The resulting .asp page has the following code snippet in it:

<!--#include file="_fpclass/fpdbform.inc"-->

I looked up those delimiters on the web and they're apparently supposed to indicate HTML comments.

However it's clear to me that on the server side, this code snippet is being processed and is not considered as a comment. So my question is: Why is this not considered as a comment?

because of the # that follows

that calls server-side includes (SSI)
