Is it possible for customers to check out and pay with paypal with out signing in ( meaning create an account on the website) ? Cause SSL is way too expensive, I cant afford couple hundreds for an SSL

You can issue your own ssl certificate which will cost you nothing. It will still encrypt the connection, but users will be prompted if they want to accept the source as trusted.

Additionally I don't think you need ssl for paypal if you are sending them to paypals shopping cart, it's really necessary if you want to collect payment information through your own website

I've installed a 3rd party Shopping Cart and it requires customers to log in or create a new account and the form contains their address, name, phone #, but no credit card #. Is it still necessary to install SSL ?

Any time you pass information without using a secure connection it is at risk of being seen by a third party. As long as you are not putting your website or the customer at risk by exposing their information you should be ok. I can't tell you which information can put people at risk. I've seen websites use https for a simple name and phone#, I've seen others not use for even more information like address/username/password.

Maybe someone else can provide their opinion.

I can't say, if it was me I would want one to protect my visitors personal information.

Have you talked to your hosting provider about acquiring the ssl certificate? They may have a solution that does not break your budget.

They charge $4 a month for a unique IP address and SSL, $99, Are there any cheaper recognized ones?
