PHP supports a very wide variety of database connections, but none are so well integrated as MySQL. Regarding your other question, it's kind of incorrect thinking. What you should be asking is, do other Web servers have modules that support PHP? The answer is yes, but Apache's probably the most widely used free server. Microsoft's IIS supports PHP, though the configuration is a bit trickier than Apache's (I think; I've never set up an IIS server, so I'm basing that on articles and reviews).

hurray for PHP
PHP can darn near work with anything it seems, hence I love it and yearn for the day it sneaks into the enterprise level...

I know on the IIS server at work I house the admin site I use on (main site is on Linux/Apache) I had to enable the .php extension....

I cant exactly remember where that menu is for sure...it wasn't nested too deeply I dont think.
