You can get some of those HTML character codes here and here. I'm not sure about the others, like the last one.

I don't think there's any kind of application to insert the symbols - you just have to type them in. To insert the symbols outside of a HTML document, look here for a list of codes (hold Alt and enter the code on the num pad).

Here is a PDF documenting all characters. I found this in the C:\Windows\Fonts folder (don't know how it got there)

heart = & hearts ; (without spaces.) if you use dreamweaver for html edits when you type &, a list of charachters comes up for the font your using.
