Linking to a Specific Location on Another Webpage
I have a webpage that I would like to link to at a specified location on another page. This linked page is not of my own creation. Is there a way to take the page I have and provide a HTML link to either a line # or a text (paragraph)? To date I have = <a href="http://page I need to link to.html" target="_blank">Click Here</a>

I don't think this is possible unless the page you're linking to it has a named anchor like <a name="blah"></a> in its source. In that case, you can link to page.html#blah.
